The Loot Rewards tier badge frame is a decorative frame displayed around your profile avatar to reflect your Loot Rewards tier.
Subscribers who have completed at least one paid subscription cycle are eligible for a frame based on their tier. The frame is enabled by default, but you can turn it off using Show Tier Badge Frame in My Profile.
Your frame depends on your subscription type and the number of paid cycles completed.
